ideally both mountings for the belts should be to the "same" structure so the stress is equal, its possible the stress added to the seat frame in an accident , could cause it to deform or collapse.
by having your harness anchored to the chassis not only holds you in, but holds you, and the seat and reduces the loading on the seat mountings.
the scrutineer will be looking for the harness mounting points to be sufficient
