Personally I'd say that a spin:spin = 0:0.
As for the original question, both cars should stay together up to the cone but the slower car of the two should be going more or less full throttle (so no dawdling up to the cone) and the faster car holding back so it doesnt pull away or overtake, then past the cone the chase car tucks in behind the lead car which should be going totally flat out. Its always a good idea to have some knowledge of your opponents car so you know what sort of performance to expect from the start line.
