When you've decided on a car to go for (doesn't have to be amazing remember, you can easily buy a better car when you can afford to buy/insure one) you get your diff welded and then go to a practice day when your car is all freshly serviced and everything works on it etc. Something like Santa Pod or (looking at your location) TrampDrift SouthWest events would be perfect for starting.
Then just keep on top of vehicle maintenance, have a laugh at events, and enjoy yourself.
Don't concern yourself with competitions unless you get good very quick, don't concern yourself with making the best drift car evaaarrr, just get something that does the job and that doesn't let you down all the time.
Over time as your skills grow and you notice opressive flaws with the car, you can modify it as necessary or buy a better car etc.
